KUTSARI

Empowering Mexico’s Technological Sovereignty

What is KUTSARI?

Kutsari is a national platform focused on strengthening the integrated circuit design ecosystem in Mexico. Its main goal is to coordinate efforts between academia, industry, and government to train specialized talent, promote technological innovation, and develop national intellectual property in the semiconductor sector.

The name "Kutsari" comes from the Purépecha language and means "sand", alluding to silicon as the foundation of electronic design. The project includes the creation of design houses, ASIC project development, connection with fabrication processes (MPW), and the training of instructors across different regions of the country.

At its Puebla site, Kutsari will begin its first stage focused on designing integrated circuits using commercial Process Design Kits (PDKs) provided by leading foundries such as TSMC, GlobalFoundries, among others. This approach enables national talent to train with industrial-grade tools and facilitates the transition to real prototype manufacturing.

Electro Tlalli

Electro Tlalli is the training model within Kutsari, designed to provide intensive and appropriate training for personnel entering the integrated circuit design industry. This model emphasizes progressive learning, from basic concepts to advanced electronic design tools.

In addition to its technical approach, Electro Tlalli aims to inspire high school and university students to discover and pursue the world of hardware design, encouraging technological vocations and reducing the gap in access to specialized semiconductor education.

As part of this initiative, universities are invited to register for the training program in analog, digital, and mixed-signal integrated circuit design using open-source tools. This course is held on the first Monday of each month, and each registered institution must commit to bringing a minimum group of 10 students. Registration is subject to the availability of training slots and must be scheduled in advance.

Strategic Objectives

  • Train specialized talent in digital, analog, and mixed-signal design.
  • Establish design houses in Puebla, Jalisco, and Sonora.
  • Provide nationwide access to EDA tools and manufacturing processes.
  • Design reusable IP blocks and generate Mexican intellectual property.
  • Promote industrial projects and collaboration with national and international industry.
  • Implement the Electro Tlalli model for early and specialized training of talent.
